Bullhorn is the system of record; Atlas is the bet that the record should write itself. Bullhorn brings the deepest temp and contract back office in the market, VMS Sync coverage of 120+ VMS portals, a 138-partner marketplace, and a track record with 50+ seat deployments — at the cost of a click-heavy UI, modular add-on fees, and reported renewal price pressure. Atlas inverts the model: calls, email and meetings are captured automatically and the profile updates without anyone typing, which is why Bullhorn appears on Atlas's own list of migrations and why G2 reviewers who ran Bullhorn describe the admin simply disappearing. Two things decide it. Atlas does track contract GP, invoices and payment status and pushes them to Xero, but that link runs one way and there is no payroll behind it, so a desk that pays contractors keeps needing the machinery Bullhorn has in the box.
